[SMM Hydrogen Energy Policy Update] Inner Mongolia Launches Application for Key Hydrogen Energy Technology Projects in 2025

On June 20, the Science and Technology Department of the Inner Mongolia Autonomous Region issued the "Notice on Organizing the Application for Key Projects of the National Key R&D Program in 'Hydrogen Energy Technology' and 'Energy Storage and Smart Power Grid Technology' for 2025."

The application requirements state that the project applicant units must strictly raise supporting funds in accordance with the requirements of the application notice. The same project can only be applied for through a single recommending unit, and duplicate applications or multiple applications (bulls/longs) are not allowed.

To all science and technology bureaus of leagues (cities), the Industry and Information Technology and Science and Technology Bureau of Manzhouli City, the Education and Science and Technology Bureau of Erenhot City, and relevant units:

In accordance with the relevant requirements of the "Interim Measures for the Management of the National Key R&D Program" (Guoke Fazi [2024] No. 28) and the "Notice of the National Energy Administration on Issuing the Application Guidelines for Key Projects of the National Key R&D Program in 'Hydrogen Energy Technology' and 'Energy Storage and Smart Power Grid Technology' for 2025," the requirements for organizing the application and recommendation of national key R&D program projects in our region are hereby notified as follows.

I. Application Requirements

(1) For the qualification requirements of project applicant units and project applicant leaders, please refer to the "Notice of the National Energy Administration on Issuing the Application Guidelines for Key Projects of the National Key R&D Program in 'Hydrogen Energy Technology' and 'Energy Storage and Smart Power Grid Technology' for 2025" (Notice link: https://service2.most.gov.cn/kjjh_tztg_all/20250522/5685.html).

(2) Project applicant units must strictly raise supporting funds in accordance with the requirements of the application notice.

(3) All recommending units shall recommend projects within their functions, business scope, and administrative jurisdiction in accordance with relevant requirements, and strictly verify the authenticity of the applied projects.

II. Requirements for Recommending Units

(1) Applicant units are requested to fill out the application form online through the National Science and Technology Management Information System (hereinafter referred to as the Information System, website: http://service.most.gov.cn) before 16:00 on July 10, 2025, in accordance with the notice requirements. Applicant units shall promptly submit the formal application form and relevant attachments (electronic version) to the competent management department for preliminary review. Unregistered applicant units shall register according to the website instructions (technical consultation hotline: 010-58882999) and select the "Science and Technology Department of the Inner Mongolia Autonomous Region" as the recommending unit.

(2) Competent management departments are requested to submit the recommendation documents and the list of recommended projects (scanned copies) to the Science and Technology Department of the Inner Mongolia Autonomous Region via email (nmgkjtztc@163.com) before 18:00 on July 12, 2025.

(3) The Science and Technology Department of the Autonomous Region only accepts projects recommended by the centralized management departments.

(4) The same project can only be submitted through a single recommending unit, and cannot be submitted repeatedly or through multiple recommending units.
